Function: isIdentityUvTransform()

isIdentityUvTransform(matrix3?): boolean

True for an identity (or missing) UV transform - used to keep a .ntc manifest's uvTransform field additive/optional (omitted entirely for the common case where nothing was detected/supplied) rather than always present, matching how renderFlags was introduced without a VERSION bump (see NTCManifest.js's encodeNTC).
