decodeMLPLayersBase64(mlp): MLPLayer[]

Inverse of encodeMLPLayersBase64 - reconstructs an array of createMLP-shaped layers ({ inputSize, outputSize, activation, weights, biases }, weights/biases as Float32Arrays) from a { dtype, layout, dataBase64 } block.
